Progressive tax systems such as this one is only used to equalise large disparities among income groups. they benefit the poor and tax the rich. the revenue is used to better society and remedy the problems facing the poor. very often it is a good way to help historicaly disadvantaged popoulation groups and thereby boost the economy. In SA for example the system can be defended by saying that the richer people who are generally white benefited unfairly due to apartheid and the progressive tax system is a small form of justice to equalise the large disparity in the income distribution of the population. It could be fair depending on the context in which it is being applied.
