Yes, you must have a visa, and unless you are a Muslim coming for Hajj or Umrah, or you have a strong business connection or a powerful friend, the chances of your getting a visa to visit Saudi Arabia are extremely unlikely.
Types of visas (from the official Saudi Embassy website - note they do not list a tourist visa):
Business Visit Visa
Diplomatic And Official Visa
Employment Visa
Extension of Exit/Re-Entry Visa
Family Visit Visa
Residence Visa
Student Visa
Transit Visa
Hajj Visa
Umrah Visa

Yes you will certainly need a visa. They are very restrictive, so for private people, you must have a local to sponsor you to the govt in advance in order to obtain one. If you're with a tour or something else it should be sorted by tour organizer.

You can get a visit visa.
If you're coming for tourism strictly, I think Jeddah is a bit better.

Yes you do. You need a "sponsor" who can invite you there, it can be a tourist agency but it will be rather hard to find.
