about safety on trains

If i have an idea that could improve train safety, who is the best agency i can forward this idea to, so that it can be used.

Ok, now thing....what is it you want me to know.
1. Write down what's bugging you about trains..
2. Is there a need for cameras for our safety.
3. Is there a need for a car ...say for emergency that has a telephone on it....
4. Is there a need for accesss for handicapped people that seems inadequate now
5. Should there be special deals to special towns say for holidays...where they advertise....better safety..because...
6. Is there an age limit....say no one under...what age...unless accompanied by an adult?
7. Is there a rule for alcoholic beverages on trains...and is there a need for a rule on booze?
Obviously you never took a train to Philadelphia...almost murder capital of USA.
