There are 3 ways to improve your English speaking and vocabulary---

1) Have a good idea of basic grammar-including making of small sentences,use of correct tenses,verb forms and prepositions.

2) Start speaking from dayone even if you speak wrong-do not worry or feel shy or hesitant to what others will say or feel.Think you are learning to speak as a beginer only.

3) Try to read daily English newspapers and magazines to know new words and find their meanings in the dictionary or even you may talk to your elders or teachers to learn more about the meanings of these words so that you understand as to how to use the same while speaking.You may also write what you want to say or speak so that your concept is clear.

Think in English before u speak, and that will help u improve ur English language and for the vocabulary get to read local English dailies, no matter what u make out of it ...just read.

Practise makes man perfect. Cultivate the habit of reading news paper daily.The editorial and main article will give you lot of knowledge. Your continuous effort will definitely pave the way for improving English speaking with vocabulary.

Move to an english speaking country. Take classes. Read books and poetry in english. Listen to music in english. Watch films in english.

un bain linguistique is what you need my friend! and currently what I am in in french.

If you live with your family, practise speaking english for 1 hour at least everyday and if you don't know a word--look it up.

I think that you first should stop typing as an under-educated English speaker. If you want to look as natives, try copy the correct things, not the crap that is "in" in internet.

Go and watch the BBC news channel and also read the EDITORIAL coloumn in the HINDU newspaper
