He was born in Liverpool, is a Pastor and wishes to teach in universities in England. Presently in Cape Town With no British passport or birth certificate. Only proof he has is a South African passport but the passport embessy won't accept it.

If your father was born in Liverpool then;

the National Registry ,of Births, Deaths and Marriages
should be able to confirm that .;

That i believe, would make him a British citizen already .

then it would be a matter of application and visa
