A few words of advice - If your new friend tells you that she was told she has to have a certain amount of cash to show someone in order to be allowed to a) get her visa; b) get her plane ticket; c) be allowed to leave Russia; or d) enter the US, do not believe it - it is a ploy to take your money. No such regulations exist.

Apart from the Visa (which is the trickiest to get), the only expenses are the plane ticket and living expenses in the USA.
For the Visa, she will need to prove that 1) She has a job in Russia. 2) She has familiy in Russia. 3) Her expenses will be paid for in the USA.
1 & 2 = They want to make sure she has a reason to return.
3 = They will need a letter from you, stating that you will cover her expenses, and possibly even a bank statement / proof of employment from you.
