The school has indeed refused to open existing athletic facilities to all students, not just those playing organized sports

or only open to their?

That's a very badly-written sentence. I suppose it *should* mean that students who play organized sports ARE allowed in the facilities, but the way it is written, it means that they are not.

It means that the school has closed athletic facilities(gyms or other) to all the student even the one playing for the school
organized sports in this context mean school teams

In this sentence- organized sports students are prohibited from using the existing facilites, it is clearly understood according to this sentence.

sports --> example soccer, tennis, running ect..
student --> you, classmembers , ect..
prohibited -> not allowed

or only open to their --> only some sudents are allowed to play
