I have found this phrase on a label on a pair of socks.

It stands for "Made in the People's Republic of China", which is the large country south of Mongolia that you usually think of as China. The abbreviation is used to distinguish it from R.O.C (Republic of China), which is what some people call the island of Taiwan.
