Too liberal, don't know about it, can't fight themselves so how can they teach their kids, scared of social and legal repercussions, apathy.

Because parents are not always aware that their kids are being teased by bullies. Also, kids are often too frighten to fight back. Age of the bully, size, sex, often there are many reasons while the kid being picked on doesn't fight back. Yeah it looks great in the movies, but in real life the results are not always as easy as you are making it sound.

because that would make them as bad as the bullies. standing up to a bully is a very difficult thing to do and not everyone can do it. which is why schools and work places have things in place to deal with the problem. they don't always work and they don't advertise that they have a bullying policy.
people have to speak out against a bully but find it hard which is why the bully picks on them in the first place because they know they can get away with it.

You would huh? Your child would get into serious trouble then. Mature adults would never tell their kids to use violence because they are teased. I agree that at a certain point a kid has to defend himself but as far as teasing, the child has to learn to tell an adult and ignore the bully.

I don't know, i'm not a parent, but that could be an explanation. Also, i guess some people opt for a non-violent solution to things

Because they themselves would be a bully too! I'd teach my kids not to stoop down to their level, be above them.
