Which can you live with? Being his friend, only to find out 10 years from now you could had him? Finding out tomorrow that you will only ever be friends so you can get on with your life and find someone else?
Personally, I vote for the latter...

I'd say go for it, because if you dont, then this same scenario will keep on repeating itself. What you should do is hang out more with him, go places and start touching him in a playful way and see how he responds to it. If everything goes good, then go for it! let them be, chances ar that the other girl wants him for herself so back off. u dont have to go after every guy u seem to like just to find out if he likes u back. if he genuinely likes u, then let him do the asking 1st atleast that way u can clarify if he has something goin with the other girl. but untill he dose that, let them be.

You should atleat tell him, then u will not have any regreats about it. Then he will know how you fill about him even if he dont like you like that, it could bring the bith of you closer together for a better friendship.

first..find out if he's single..if yes then go for it. not headlong...try to seduce him in subtle ways..drop little hints that you like him more than a fren and then you can make out from the way he reacts to all these hints. after that try to create a situation where you two are left alone unintentionally( u know what i mean)..then see whre it goes...al the best...let me know what happens
