He is saying he is just not that into you.
"I do not want a relationship with you at the moment"
Don't be offended, because he obviously likes you enough to consider you as a friend.
Think of it the same as the last person you made the same statement to.

He is telling you that he does not want a permanent relationship with anybody right now. It does not mean he is not attracted to you. I guess you will need to decide if you want to change his mind if you are really intrested.

Their could be a lot of reasons...he could be seeing someone else, he could be gay, he might not be old enough to date, etc. I think that if he is still smiling at you, then he likes you and maybe just wants to be friends and not date.

He probably likes you, but just doesn't want the last guy's leftovers. Think about it. You've probably been with people he knows and that is embarrassing. He probably just doesn't want to touch you, but probably likes you and wishes you were not damaged goods. Well, that's how I would feel.
