One custom I've heard of and have used at times is the Chinese(I believe) custom of giving rice, bread and salt for a house warming gift. Rice - fertility Salt - luck Bread - prosperity.
Maybe you can make up a nice basket with item in it from those 3 groups.

I think you should just give them a gift that you are familiar with seeing as you dont know about chinese culture - that would be safer, anyway it makes mnore sense to welcome them with something to do with your own culture...you could get them a nice plant for the garden or for the house or a bunch of flowers or home made biscuits or cake, or wine. Very nice of you to think of welcoming new neighbours, it would be good if everyone was like that instead of ignoring the people who live next door!

You should give them something that is traditional to where you live. If in the US then you take over a baked good or a casserole or something. Can't go wrong with brownies. But taking them something that is from their culture would be inappropriate I think. Taking them a Chinese dish that you cannot cook as well as they can wouldn't blow over well at all. Anywayz, good luck with that!

I wouldn't give them a traditional chinese gift unless they still follow their customs instead of american customs. you wouldn't want them to think that you are rude to give them a gift pertaining to a custom that they don't use.
If that isn't the case, you could search online to find traditional gifts. im sorry to say i don't know of any gifts you can give.
If this is the case, maybe bake them something that you specialize in. (for my mother, its her cookies or her bananna bread) They would appreciate this type of gift just as much as any other housewarming gift you could give them.
Hope i helpid! Good luck!

I am not sure about their culture. Have you considered taking them over a basket with bread, sugar, and salt? Bread so they may never go hungry, sugar so that their life be filled with sweet memories, and salt to keep in the cupboard for prosperity. Salt used to be so precious people actually went to war to control the supply of it and got paid in it.
Just an idea.

A great welcome basket could include things a bottle of wine, cheese, candy, chocolate, baked goods, etc. If they have any children you could purchase a small toy or book for them.
FYI:
In chinese culture, the color red symbolizes joy, happiness, truth and sincerity.

hmmm i think they like soups a lot. 1 of my frnd got an invitation from a chinease frnd for a dinner. They gave him a bowl of soup and a lizard was swiming in it.
I think a soup with a lizard will do. Sorry iam in a naughty mood today.

I would not necessarily give them something Chinese. A nice plant is always a nice welcome gift.
