In my country, the cab drivers are charged a preimium for cab rental. They also have to pay for gas on their own. After which, they get paid by the meter, everything the customer gives them goes into their pockets.

It would depend if the cab was owned by the driver or by a company.
In either case...the best payment a cabbie can get in the USA is a welcome home kiss from his wife at the end of the day and the good feeling he made it thru another day without being robbed.
(Sorry to say--cab driving has been listed as one of the top ten most dangerous jobs in major USA cities).
