When a document is scanned into a computer, it does not come in as "text" (meaning words and numbers). It is scanned in as a picture. So there is no way to edit a normally scanned document.
But check your scanning software. It may include an OCR (Optical Character Recognition) feature. This is software which attempts to read the words and letter on a printed page and convert them into editable text. Because there are hundreds of fonts available that can make letters look like almost anything, OCR will only work on paged printed in plain, common fonts like Times Romans or Serif. Ir also gets confused if there are any pictures on the page or multiple columns. So OCR is not the most reliable process. But if your software includes it, give it a try.
But you can not edit a page that has been scanned in as a picture. Both JPEG and PDF are picture formats.

Check the cd of your scanner. Every scanner comes with an OCR (Optical Character Recognition) software. This basically can convert the scanned page into a word document...OCR software's are not perfect, but they are good enough to get the job done.
Once converted to a word file you can pretty much do anything with it.

I think it is not possible to edit a scanned document because scanned document is saved as picture. You can use Photoshop to replace the content.

it cannot be edited.
the only way to edit is in MS paint. but again that would reduce the quality of the picture.
or try scanning as a text document and try editing.

Scan documents are in OCR format. They must be converted in order to be able to edit them.
Try this,
