Maybe you've already seen this be done...I've seen it with both buckets and spoons but you can grab a few hershey's kisses and put them them tulle, and of course tie with a bow and put them in the little pot then on the actual pot paste a piece of cardstock that reads "A potfull of kisses from the Mr and Mrs" and like maybe surround the cardstock with little tiny flowers or something to make it look cute...just an idea
Wow those are some tiny pots!!!! The best thing would probably be some sort of seeds like the person before me mentioned and then a sort of note or card that reads something about a gift to grow as much as our love or something lovey dovey like that (seeds are very small and will most definitely fit in the tiny pot)

Since you've already got the pots, I'd go to http://www.superiorlabels.com You can get customized labels made very inexpensively.
If you hadn't already bought the pots (or if you're not too attached to them; I know they're adorable), I'd tell you to go to http://www.americanmeadows.com and order seed packets--that's what we did; we ordered seed packets for 50-cents a piece and put labels on them.
My suggestion for the pots would be--depending on when your wedding is--to get Hershey's kisses in the pastel wrappers (that always come out around Easter, but the silver ones would work, too) and put the kisses in the little pots. You could print out some small clip art pictures of flowers (like a daisy or something) and put it over the top of the pot to hide the kiss; when the guests removed the flower, they'll find the kiss.
You could also go to a craft store or WalMart and buy tiny little flowers and some styrofoam. You could stick little pieces of styrofoam in the pots and then put your wedding flowers or flowers with your wedding color(s) in the styrofoam; then on the pots you could either write your names and the wedding date or get labels printed up.
If you end up writing on or putting labels on the pot, I think it would be really cute to paint them white, depending on how many you have to paint.

My aunt did this at her wedding. She also had a garden theme, and gave everyone small terra-cotta pots and then put a packet or two of seeds in them. She tied some raffia around the pot, and added a flower (silk) of her wedding color to the knot for decoration. These went over really well. Everyone loved that they got something useful instead of jordan almonds. For more effect, I would add a little spanish moss or fake grass in the bottom, so that it doesnt just look like a packet of seeds sitting in the bottom of the pot.

I would use them as place card holders
all you need to do is put some floral foam in the bottom cover it witha little craft moss and get som thick wire and cut it about 5 inches long for each then spiral the top so that you could put a place card in and it will hold could be very cute.

How about putting dirt in them then attaching a little pack of flower seeds and on the seed lable put seeds of love. I seen this done my friend cut paper and made her own mini envelopes attached it to a toothpick. Around the brim of the pot she put ribbon that mathced the wedding.

How about fill the pot w/ foam and stick a heart-shaped/flower-shaped lollipop tied w/ a ribbon of your color scheme? Or check out these cute picks w/ candies, very unique. Good luck.

I think that in pots of this size you should maybe plant a small fine flower that doesn't need a lot of space.

How about going to the M&Ms web site, ordering M&Ms with your names on them and in your wedding colors, and filling the pots with the candy, then wrapping it in netting, tying it off with coordinating ribbons. Custom printed M&Ms are not very expensive.
