Assuming you are looking for stages between 'kissing' and 'intercourse', there is plenty of room for exploration. Petting has been mentioned - on top of clothing, under clothing, partial undressing - and is a good place to start. As things progress, manual (hand) and oral (mouth) stimulation can be worked in.
The golden rule is keep an open line of communication, especially if things get hot and heavy or go beyond what is comfortable. While he has pants on, move a hand up his inner thigh, and gently brush over the area, maybe doing so again with more pressure... do it progressively until you're ready to go inside the said pants... Petting can be a great thing. It's less than sex and way more than kissing. But be carefull because it may bring you the wish to have sex - it's a very exciting "game". But if you have good self-control, i would not worry.

well if first base doesn't seem to be enough at times try to round for second. nothing wrong with abit of petting or exploration. but it is up to the two of you what to do if you're not ready to have sex yet. eventually things will lead you forward in the heat of the moment.

well you can have oral sex, which is always fun. my advise: you each should trim nice and close to the skin, makes it funner and a little easier to do your first time.
also, you can try hand stimulation on him, and he can try finger stimulation on you.
