Yes they are legal but subject to certain restrictions brought in under The Dangerous Dogs Act 1991.
They must be neutered.
They must be insured.
They must be muzzled and kept on a lead in public.
They must be microchipped.
They must be registered.
The Dangerous Dogs Act was introduced in the early 1990s so logically, as breeding Pit Bulls is not possible due to the requirement to neuter, the breed should die out in the UK in a generation.
The Act was rushed through due to a spate of horrific and in some cases fatal attacks on people by dogs of various breeds. The Pit Bull, unfortunately, bore the brunt of blame mainly due to the half-wits who deliberately bred really aggressive Pit Bulls for illegal dog fighting.
These revolting people then set about attempting to ruin other Bull breeds such as the Staffordshire and the English Bull Terrier by selecting and breeding only from aggressive parents and 'discarding' those with what normal people would regard as good temperaments.
You will still see dogs which resemble Pit Bulls - these are often illegally bred Pit Bull crossbreeds whose Neanderthal breeders are trying to get round the law by claiming that their dogs are not true Pit Bulls.
Most of the Bull breeds, which were originally bred for fighting and bull-baiting, had over many years had the aggression selectively bred OUT and made lovely pets. This includes the much maligned Pit Bull.
P.S. Under the Dangerous Dogs Act if a dog of any breed 'intimidates' someone in can be siezed and destroyed. 'Intimidation' has a very open meaning. A friendly dog who runs up to a stranger who is scared of dogs would seem intimidating to that person and, under the law, could be deemed to be dangerous..

Yes, but there is a grey area known as the Index of Exempted Dogs [IED] The Dangerous Dogs Act 1991 listed the Pit Bull [deliberately vague and to be a catch all to include types - mixed breed American Pit Bull Terriers], so illegal to import, breed and own unless an American Pit Bull Terrier or type is registered on the IED. If an American Pit Bull Terrier of type is registered on the IED dogs then it can be legally owned in the UK if the owner complies with the strict requirements. Failure and the dog can be seized and killed. However, as the "Pit Bull" is a banned breed, an owner cannot apply to the court to have the dog registered on the IED, because the applicant would be saying I have knowingly broken the law and would now like to keep my dog legally. Registration is at the court's discretion following a prosecution for owning an illegal breed or type. The idea behind the IED was that over time the breed would die out naturally, but that did not occur. Far from decreasing the number of American Pit Bull Terriers and types registered on the IED it has steadily increased, which amply proves the point that not only is labeling an entire breed “dangerous” against logic, command sense and rational thinking, it just does not work! However if the Dog Control Bill were to become law [debateable prospect of success being a private members bill], the Dangerous Dogs Act would be repealed bringing with it and end to breed specific and type legislation, and not before time.

They're also illegal in Wales, Scotland and Ireland. So all of the UK. I don't agree with it at all. This is like saying all teenagers should be culled just because one decides to rob and murder someone. It prosecutes the dogs, and the poor owners, who have done nothing wrong. I'm all for "blame the deed, not the breed". Have you heard of the "Save Lennox" campaign? It's a dog which looks vaguely like a pit bull, so Belfast council have seized him. The decision was made that he should be euthanised, but luckily his family are still allowed to appeal. He's been in kennels unable to see his family since May 2010. Has he done anything wrong? Nope. He had a twelve year old as an owner!!

It is illegal to breed Pit Bulls Terriers in the UK however when this legislation was introduced it was not enforced that existing dogs must be destroyed. So it's not illegal to own a Pit Bull.
Therefore you may still see Pit Bulls in England but they will soon become 'extinct' as a breed.
The dogs are on the Dangerous Dog Act and must be muzzled and under control in public.

Hi, I understand that you are looking for some advice or resources to help fully train your dog or fix behavior problems. If a professional dog trainer is not an option at this time, or if you want to trt training your dog on your own (a great way to bond), I'd suggest you https://biturl.im/aU7QZ
A friend recommened it to me a few years ago, and I was amazed how quickly it worked, which is why I recommend it to others. The dog training academy also has as an excellent home training course.
