Because they want a guy to notice NOT OGLE!!! If she is trying to talk to you and you miss answering cause you are concentrating on her boobs, then you are ogling. If you cant tear your eyes away from the cleavage to keep appropriate eye contact when being introduced, or when introducing yourself, then you are ogling. It is RUDE!!! Subtle glances are ok, and if you sitting across a crowded room, she will barely be able to tell whether you are staring at her or just her boobs. Personally, if I don't want a guy to notice my boobs then I wear a more demure shirt...I HATE it when a girl gets all outraged over a guy noticing her body when she dresses to show it off (yopu know what I mean), cause why in the H*** would she have worn that outfit otherwise?

many females do this because they treat it as a test of will power. They are able to tell if you are a true gentleman if you look more at her face, rather than her chest. The low cut shirt is their way of putting a man's propperness to the test.

I used to wear low cut shirts all the time and it was to get attention from men. We wear the low cut shirts for attention but if you are just staring at our breasts it feels like you look at us like meat. I know- doesnt make sense. But we really want to get the attention of a male yet still have them respect us and want to get to know us. We are such complicated creatures- lol.

You just need to look when she isn't going to notice.
I swear that somtimes we dress and looking straight ahead in the mirror ..and standing we think things are covered. Then we go out to dinner and sit down for dinner we have no idea that we are putting on a show.

i think this falls under the same category as women not wearing a bra with a thin blouse/top on, how can you not notice? but you have to be discreet when you are looking.
