Chance of getting that on either side of Central Park?

You can forget about Manhattan and Central Park unless you want to start looking in Harlem and work your way north. There are still some studios and small one bedrooms here and there in Williamsburg and Greenpoint, Brooklyn that are in that price range but there's a lot of competition for them. You can find some in Bushwick ("East Williamsburg") which also isn't that far from Manhattan. They're trying to pass that off as a good neighborhood even though it really isn't. You'd probably have more luck in Queens if you're trying to avoid a bad neighborhood at that price.

- there are no more available rent controlled apartments in NYC. If someone dies or moves out, the apartment either becomes rent stabilized ($) or is removed from regulation completely ($$$).

You need a few room mates who will each be paying that amount. Start in Queens.

Try maybe Astoria, in Queens. Or the Bronx.
