If I'm understanding your question correctly...
A female can get pregnant during her heat anywhere from day 2 to 17, usually around days 11-13 most commonly.
If your dog is in heat then this is extremely important information so you are especially able to take extra steps to keep the boys away.
If you want to become a breeder, sit this heat out. You need to do some research and know everything beforehand as well as finding homes for potential puppies. Please buy and read several books on the subject. I think most people, once they find out they are up around the clock for 2 weeks with puppies, rushing to emergency vet in the middle of the night with complications and lose money on the whole thing decide against becoming breeders, and with good reason.

The second key to success is to motivate your dog. It is really important that you discover what it is that your dog enjoys both in terms of exercise and play but also in terms of a reward. If you can make the experience enjoyable then you will both achieve more and look forward to training.
Some dogs love to fetch, others love agility, and other dogs simply love obedience training, or swimming out into water and retrieve. At least to start with find out what your dogs love is and help them develop this, what I am saying is work with your dog. The other point to recognize is to make training enjoyable reward your dog.

A female dog of any breed (not just German Shepherds) should not be bred until she is fully matured, which is at least two years of age. Also before breeding you should know what you will be getting into. You will need to make sure the mother has been fully checked for hips, elbows and health. Ideally she should be OFA certified you are planning to breed her, she should also be vaccinated, and wormed before she is bred, also once she conceives you will need to have her checked by a vet and after the puppies arrive they will need shots, worming and a vet check as well. You should also be aware that food cost go up dramatically because she will need more nourishment while she is pregnant and after whelp she will need even more food to feed her pups. If this is not provided you risk losing pups. It will also cost to sell puppies as well and not to mention all the time you will have to put into taking care of and cleaning up after puppies. One other thing to keep in mind before breeding is your ability to find homes for the pups it is not that easy to find suitable homes and if the new owners are unwilling to keep the puppy are you going to make sure that you can keep or re-home the puppy. Once you decide to breed you have to be responsible for your puppies, and in casual breeding the cost far out-way the profit, so you should really think about it seriously before you breed.

When they go into their first heat. The youngest a dog of mine went into heat was at about six mos. old. You will notice some swelling before she begins to bleed. My vet recommends getting dogs spayed at six mos and not before. Since my GSD came into heat early, she was spayed as soon as she finished her first heat. I recommend getting your dog spayed.My shepherd was a beautiful purebred but there is a lot of responsibility that goes with having the puppies. There are potential complications and although it's beautiful to see them born if there aren't complications they are not easy to find good homes for since they grow quickly and shepherds usually have large litters. Giving puppies to friends or selling them to anyone that buys them means probably most of the litter will end up changing families and some will end up in shelters.

Ruby - if you do not know when GSDs can get pregnant, then you should not be breeding them.
Your last question was about them "menstruating" - this clearly shows that you do not have the knowledge to breed them. Simply owning a purebred and/or papered dog does not mean you should be breeding them. Especially if you are so desperate to breed them that you have to come on Yahoo! Answers to ask about breeding them too soon.
Please read the AKC guidelines and the GSD club guidelines. You'll probably find that you are not material to be an ethical breeder, which means that you should not breed. Please have your dog fixed as soon as you can.

my dog was spayed at 4.5 months of age, beore her first heat. the first heat usually comes around 6 months of age, and that's it, she's capable of getting pregnant.

at thier frist heat, i'd say that you should get your dog nueated beacause thy'res already to many puppies being born, without home!
