For those that choose they themselves write their name in the book. You write your name by doing deeds of being of service to Gods children, nature. Being of impecable nature, being true to your word, by being true to yourself and the highest good.I you cheat ,lie steal manipulate etc. you are stricken from the book and come back to try again.

that passage refers to anyone who has not been saved, they go to hell.

as for those who were never given names, god loves them just the same and if they were babies (babies are sinless) or have been saved they go to heaven!
