If you have been having a Casual relationship with somebody and it isn't emotional in any way, and you don't want to see them anymore do they deserve some kind of break up, or is incommunicado acceptable?

Well without knowing the nature of this relationship it's a little more difficult to advise...if it was intimate than yes I still think you owe them at least some sort of explanation or "excuse" tell them that you feel they deserve better.........that you are both holding each other back....you want to take a break from dating...anything...but yes they deserve something..

Do they think this relationship is casual as well? Either way everyone deserves some kind of closure. Be honest with them too, don't just say something because it sounds good. How would you feel if you were this person? Wouldn't you want closure too?

It's always nice to let someone know what's up. How would you feel if they just left you hanging? The conversation is never fun, but you gotta do it.
