When no more 'crust' forms on the piercing, when you can move the barbell around without pain and when the area is not red it is generally healed.
HOWEVER, keep in mind, that is not a sure thing for everyone. The inside takes longer to heal than the outside, it may look healed, but better safe than sorry, wait at minimum 4 months after having it. Though most piercers will recommend 6 months at minimum.
If you are planning to change the jewelry sometime soon, be sure the jewelry is of high quality and does not have nickel and isn't coated. Fake and cheap metals can ruin all piercings, even those healed. If you change the jewelry and experience pain, puss or bleeding, clean the area as if it were a new piercing. If those symptoms worsen or do not go away after 2-4 weeks, see a piercer so they can examine the area and let you know what the issue could be.
Keep in mind, without jewelry, it might close up, so don't leave it out for an overly long period of time.

You can usually just tell. When the redness and tenderness when you touch the piercing goes down, and it's not causing you any irritation, thats usually when it's completely healed.
I wouldn't recommend you take it out for too long though, even after its healed. They're very quick to close up, just like most non-ear body piercings.

it's usually healed when it doesn't hurt when you touch it and you can move your belly ring in and out of the peircing without causing pain or any blood/pus coming out of it. mine usually healed within 6 months for sure, but i followed their cleaning regime really tightly-- rubbing alcohol 2x a day for the first month then down to 1x a day afterwards. you will be able to tell when it's fully healed cuz it won't hurt, it's not swollen or tender and you forget you even have a belly peirce until someone comments on it!

It wont be tender to the touch anymore, when you look at the hole it will look healed and not like an open sore...be patient it will take the 6 months AT LEAST! Take care of it!
