I have 2 male cats about 7mths old and the 1 (which could hardly even make any noise) is now whinning and trying to (for lack of a better word,) "mount" the other male cat. I know I need to get them fixed but have no way to do it now. They haven't started to spray yet does that mean maybe they won't? and how do I keep him from going after the other one? also, he has pooped on the floor 2 times and never did that b4.

It is time to get them fixed, or they will make your life hell. This is all normal behavior for male cats that are suddenly feeling the urge to go out and make a whole lot of unwanted little cats. And yes, they will soon be howling all day and night and spraying everything in sight, starting the moment they first smell a receptive female cat anywhere within about a half mile of your home (and after that it will not stop). They will begin doing everything in their power to sneak out of the house the moment you open any door, and will rip the screens off the windows if you leave those open. Once outdoors they can smell a receptive female over a mile away and will cross great distanges to find her, usually getting killed in the process by dogs or cars, or getting lost, or getting the living heck torn out of them by a bigger, meaner, stronger, older, wiser, and disease-infested tomact that has beaten them there. IF they make it back home (big if there), the vet bills will be a LOT worse than the bill for neutering (say, $400 per cat minimum versus $40 per cat or so). And you will just have to go through it again and again.

If you can't afford the neutering at your local veterinarian's office, the local Humane Society will usually do it for free -- they often even have a van that will come to your house and do it right there.

The life expectancy of un-neutered male cats is about 5 to 7 years (2-3 years if they are feral). With neutering and keeping up on the vaccinations, they will live into their teens or even twenties in some cases.

There is a great (but expensive) pheromone product called "Feliway" available from the vet, it produces a calming scent for cats. We have had excellent results with it.

sometimes there are local agencies that spay/neuter at little or no cost. my mom had her male border collie neutered for $45.00. as for the mounting, i'm not sure but it might be one is trying to establish dominence over the other. other than seperating them i wish i knew what else would work.
