Well you can call the police. The people who drink and yell at night are basically distrubing the peace. The police will respond to a call like that. So the next time they are drinking and creating havoc, just call the police. And call everything single time they do it, so this documents what they are doing.

If you believe that they are in violation of the law, or if you believe you safety is at risk... then yes. If you are just annoyed, don't bother unless you want to create problems.
