That's just from the placenta (did you notice they are dark green???) It's not unusual at all. It's just more obvious on some pups than others, depending on how long the dark green membranes were in contact with the pup before being born (how long before birth it ruptured.) It will wear off as his mama cleans him up over the next several days.
The reporter for that news story apparently isn't too bright....he probably has (green) egg on his face for thinking it was something that was newsworthy! LOL
(P.S. If you're going to breed them, you should know that it's 'German shepherds'....and even more appropriately, 'German shepherd dogs.')

I've heard of that happening to a golden retriever pup once before. The pups were all normal color except for one green puppy.

Green? Have you cleaned him off? It sounds like the mucus from a puppy in distress. You should be taking them to the vet within 48 hours here anyway so why not make sure they give a decent check of that puppy.

Mom will take care of it. The placenta on the white fur can look green black blue depending onlight.
I rescued a pregnant white GSD last week. It was my first GSD mom and she is taking great care of them. I hope you get them all spayed and neutered so I don't have to pull them out of a shelter before they die.

If they were JUST born it could just be from all the blood and gross gunk. If you're really worried, consult your vet.
If it's green otherwise, then it's a good conversation piece.
