i am trying to solve a family mystery, I am trying to track down the name of person arrested in england, cornwall. likely Truro in 1924 or early 25.....where do I start ? is this possible?

I am not sure but I think that there has to be a time lapse of 100 years before these records are made public. I have been searching for the same kind of thing, mine was 1914 though, I went to the local history library, and they put me in touch with a historian who said he thought that the 100 year thing was correct.
