he may be interested in you, or maybe he just likes to flirt. does he flirt with you in other ways? talk to him, see how he acts when you're interacting with him. if you're not sure, then maybe you should casually ask him if he would like to hang out sometime.

no idea...you could've added more description. If he just winks at you when he passes by but never talks to you...you can guess whatever it means.
