Every pic that I scan from my printer or a camera comes up gigantic. Also I can't upload any pics over the net because my file size is too big.

If you are using a photo editing program like PhotoShop you go to the menu named IMAGE and then select IMAGE SIZE.
It lets you choose how big the picture should be (you choose only height or only width not both). or what its resolution in pixels per inch should be. Between the two you can make any size you want.

If you have any photo editing software such as Adobe photoshop, you can easily change the image size. Assuming you don't have such program, the easiest way is to use Windows Paint. Right click your pic and select open with paint. Under the "Image", select stretch/skew. Choose the % of the width and height that you want to change. Done.

Use software called "paint" to rezise your photo or microsoft photo sofware.
