The only thing I found was a question and answer on the City of Mayfield site indicating that all vehicles must be licensed and operational unless awaiting repair at a licensed repair shop.

Sec. 7-28 Junk.

(a) The keeping of unlicenced (state and city license) or inoperative or dilapidated motor vehicles within the city except in a licensed junk yard, on the premises of a licensed repair establishment or in an enclosed, secure structure, is declared to be unlawful and is prohibited.

(b) The storing within the city, other than in an enclosed, secure building, of household appliances or furnishings, after the useful life thereof for household purposes, is declared to be a nuisance and is prohibited.
(Ord. Of 4-10-72, Paragraphs 3, 4; Ord. No 8-92, Paragraph 2, 4-13-92)
Cross reference--Storage period, App. A, Paragraph 2.07.
