Assuming it's a PC:

a) Have you installed any new devices?
b) Did Windows Update say it had a new driver for a device already installed, esp Video or Network device like a video card or network card?

Step 1:
Boot the computer, as soon as you get past the POST screen start tapping F8. This should allow you to choose the startup mode, e.g. normal, safe, safe with command prompt, last known good, etc.

Step 2:
Choose "Last Known Good" this will not work, but you're in for a long day anyway so you might as well try it.

Step 3:
Repeat step 1
Choose safe mode.

Step 4:
If 'a' then uninstall the new device (this may actually work)
If 'b' then uninstall windows updates starting from the most recent until your computer boots up, or you give up in frustration and finally do the world a favor and eliminate Bill G.

Uninstall Driver --> Note What Happens --> Seek solution through your OEM's tech support about the issue...or live without the said device driver.
