You can get a restraining order against anybody with just cause. If he is really harrassing you and you atleast go through with it then he should back off.

Yes, and depending what state he is in or what the restraining order is for he may lose his right to carry his gun which would affect his job. Which will probably lead to an IA investigation.

I would say Yes, but you have to show need, as with any restraining order.
If you do not have any complaints on file, then start filing them as he causes you grief, Have PROOF that he is harrassing you, not just your word or the word of a friend.
If you are mad at a ticket, then start watching your speed/where you park/etc/etc...

Not unless it is for personal reasons and it wouldn't apply if he were on duty and had a probable cause to stop you or detain you.
