My dog does too. We have a daschund and he wags his butt so much that his whole body squirms.

that is an easy one. Its the age old question: does the dog wag the tail or does the tail wag the dog. I all too well know this as Labs have tails that are uncontrolable

Because the tail is in close proximity to their butt and when the tail wags fast enough, so does their butt. Boxers are a prime example.

Probably for the same reason why women who apply makeup do so with their mouth hanging open or when you try to move only your pinky toe and all of them move. Your dog's tail is attached to her backbone which is attached to her hips...no need for details when you think of how a body is joined together.
