It is illegal for an underaged person to try to but alcohol. On a much smaller scale it is like ATTEMPT burglary or ATTEMPTED murder. In California, the laws relating to minors purchasing or possessing alcohol are under Business and Professions code 25658.

I don't think it is illegal to attempt to purchase alcohol for a minor
I just know it's illegal to sell alcohol to a minor.
so the responsibility falls on the adults, legally

Any ATTEMPT to do something illegal is illegal. If it is illegal in your state for a minor to purchase of possess alcohol, then attempting to do so is unlawful.

It is not illegal to try to buy it. It's illegal for the person to LET you buy it. That still doesn't make it right for you to ask for it.
