It depends, if you are the straight forward type, just tell her that the bank is closed. However, you said that you don't want to hurt her feelings, so that leaves you no choice but to tell a little white lie. Example. Sorry I left my money at home. , Gee, sorry, I just brought enough for gas for the car today. Its funny that you don't want to hurt her, but she doesn't mind hurting your pocket. I have a co worker who does the same thing. She has nothing because of her careless spending. I gave it to her at first, like your friend a dollar or two at at time. Then it became 5 at a time, a cigarette, change for a soft drink and before I knew it she was into me for alot of money. I quit after I found out she was sponging off alot more people than me and making quite a weekly profit. Stop, she is using you.

Okie dokie then. Get a jar. Put ten singles in it and - because of your tender heart - mentally tell yourself that you are GIVING it to her. Then come on out and tell her straightforward-like that "there it is." She can borrow it; save it for a rainy day, but - when it's gone; it's gone. If you can't say this in person, write it down in a little note and hand her the note AND the jar of money.

Anything beyond that, you're asking for it. Sorry, but you are. You are enabling her in a way. Cut it out. She needs to learn how to be responsible.

When I give someone money I usually don't expect to get it back. If I do that's okay and if not that's okay too. I just love giving things to people. I always say ,"I'm trying to work my way to Heaven."
In your case maybe you could just say that you don't have it to spare at the time. Sometimes people will try to take you.

i imagine the etiquette is, once you've committed to showing it better than a month, then you truthfully are required, through regulation, to have that up till the toddler visits back. Then, you may say "my, you even look cuter now than you probably did in this image.." You hand the image to the toddler and he/she on the prompt places it of their mouth and you may now throw it away..

she might be taking advantage of your nice personality. why not next time she asks to borrow money, say that she already owes you too much, and that when she pays you back, youll let her borrow money again.
or, you can play it nice and when she asks you to give her money, say you left your wallet at home, or that you cant spare her any money.
