The advice on saying "Speak" after a bark and rewarding with a treat is the way to teach your dog how to bark, however note that it does not work on all dogs. I have two golden retrievers. The one caught on immediately and now speaks on command, the other just didn't "get it." So be patient, and remember it has to be a happy time for them or they won't do it. No stress for the dog...

well the way we got our dog to bark was we had some food on one side of the fence with the dog on the other... and we encouraged it to bark by saying bark 8)

when he did bark we congratulated him by giving him a treat.. we repeated this a few times and then he was sooo smart that when he was hungry he would just bark for food 8P.

Then once he can do that we would stand next to him and when someone walked past outside we would encourage the dog to bark and if he did so we would reward him with a treat..

Rotties are great! They are not prone to bark so you may very well not get him to bark on command. The only way we ever got ours to do it, remotley, is to start howling, long long strung out howls - high pitch, lol. It is funny because he will tilt his head and watch and then jump a little and then howl and sometimes he will bark at the end of the howl.
But, that breed is not prone to barking, but will surely let people know when he dislikes them.
Not barking is one of the Rotties perks. They also can not sit up either, like sitting up to beg, so don't be discouraged if he won't do that either. Rotties are incapable because of how their muscles lay on their back. Which is also a perk as they will not jump low fences! (over about 3 ft) They also should not be encouraged to jump as Rotties are prone to hip displasia. Other than that, they will play hide and seek, 'get yer butt' (this was a game that we made up to teach him to be easy when he grabbed you. We would say 'get yer butt' and pinch his butt and he would grab our hand, this gave us the opportunity to say, easy, easy. And he learned, lol, only when he got bigger (taller) he would get OUR butt, pinch with his teeth to get us to play it, lol), he was a best friend to our oldest son, a boogie man chaser, a friend. They are great.
Enjoy your pal! Ours lived to be 11yrs old. He was our first 'kid'. He never chewed on our kid's toys or bit or was violent in any way. He was the smartest and most well behaved animal I have ever owned. Too bad they get a bad rap. Enjoy him! They are the best dogs!

You need to train him to. Every time he barks say "speak". Then every time he barks AFTER you say "speak" give him a treat (small pieces of cooked hot dog are great. Many dog trainers use it, cheap too). Soon he will associate the word "speak" to his barking and will do it every time you ask.

Have you tried treats? If that don't work try to find out what he is barking at,,when he is,,and use that same thing to your advantage.

Otherwise watch The Dog Whisperer on T.V. ,,he can do anything..
