You didn't say how old he is or how extreme the shyness is. If it is extreme, it could be a social anxiety rather than just shyness. Don't push him too hard, find places and people that he is comfortable around, if it persists, talk to your pediatrician.

Make the first move. Go talk to him about things he knows and likes. It's a real ego booster for guys to be able to teach you about something they know a lot about, just show interest in it.
