Just ask her.
Ask her out on a date. Something simple like to a cafe so you can chat. Watch her body language and how often she looks at you. For starters, she won't go out with you unless she first of all is interested at least at friend level.
And go to a cafe with booth so you can sit next to each other, NOT across from each other. that way if she likes you she will sit really close. And if your arms/legs touch, that's also another good sign.
