Boulder, Colorado. You do get snow, but it actually has more days of sunshine than Portland.

San Diego. It is bigger than Portland, but not super crazy like LA or San Francisco.

Reno, Nevada. It isn't close to an ocean, but does have Lake Tahoe near by.

San Francisco does have a similar feel, but far more urban and crazy.

Nothing really comes close to Portland, sorry. It combines small town feel with big town convenience. If the weather is bothersome, just make sure to book a nice vacation sometime in January or February.

Bend Oregon is not as big as Portland Oregon. It doesn't rain alot there. It has all four seasons. Lots of snow in the winter, and real hot in the summer. I like it there. I live in Portland but it rains alot here and alot of people have a hard time adjusting to it. Good Luck!!! I love the Pacific Nw.

I love Bend, OR. Smaller town feel but it has great weather and is lots of fun. Skiing, snowboarding, restaurants, shopping, artsy things, so much fun!!!

Portland, Eugene, Springfield, medford. are all good, progressive citys in oregon.

Eugene.
It's only two hours south, but doesn't get quite as cold in winter, not as much snow or ice (i.e. very very little), a bit less rain, and warmer summers. It's also a much neater city.
