I don't know how normal it is but I have seen some children do that, very few but some children are just very aware of their genitals and stimulate themselves for whatever reason. If nothing else she needs to be taught that that is inappropriate around or on people. It is not a behavior that should be encouraged but not punished unless done in an inappropriate setting. If she gets mad tell her she can be mad in her bedroom. That it is not OK anytime anywhere she pleases.

I have heard this is a sign of sexual abuse because she knows the moves, and enjoys the sensation. I don't want to alarm you.
My daughter discovered her "privates" when she was 2 and rubs them at every chance. When asked why she will tell you that it feels good with a big smile.
It is a natural part of growing up (our pediatrician said to tell her it is private and to go to her room if she needs to keep doing it -- she never does go to her room, just stops). -- but the actual grinding would worry me.

It is normal at that age to start to find that some things "feel Good" Don't punish her for it just teach her about privacy.

It might be more than just grinding,She might have an itch from a yeast infection or prickly heat. They should have her checked up.
