This is indecision on the part of the cookie. This not a problem as another cookie can over-ride the indecision. If it a good fortune in the second cookie then it comes true, but, the second cookie not know when. Indecision followed by a bad fortune would mean the bad fortune is now null and void. So, as you can see the "Cookie of Indecision" works out good, even when a fortune is bad.

I think fortune cookies taste good! I usually find the slips of paper confusing and annoying so I take a blank slip to be a good sign. I once got a cookie without any paper....

i got a blank fortune today...i believe it is lucky as the future will be good...my path is being made special for me and not premade...i feel i can write my own fortune and so destiny is not my master but my past so i have a master of the past saying that the master of the future will take care of me...don't worry he says....i always like to be positive as that's all i have.
