Actually I just typed Dr Phil's name in google search and through by searching i went to this site where anyone can e-mail question to him but there are no as such special rules for sending money

No, Dr. Phil will not ask for money. If someone asks you for money, saying he is Dr. Phil, it is a scam. Dr. Phil actually did two programs on a scam just like that this week. Maybe you saw it??
