How do I get rid of scanregw.exe?

I have windows 98se and ie5 6.0. When I find it, it disappears before I can delete it. I'm not real computer smart.

It is a virus carrier, I think. Now ANSWERS disappears as soon as it comes up because the answer has the word scanregw.exe in it.

why do want to delete it? it is not recommended unless it is spyware disguised as the Microsoft component http://www.processlibrary.com/directory?files=scanregw.exe

You don't. That's a Windows component.
