It depends on your jurisdiction . . . in the state of California, for example, there are various rules for the placement of traffic signals. Known as "warrants," these rules provide for the best placement of signals and other traffic control devices (including STOP signs and the like) that provide for maximum enforceability by local law enforcement agencies. If an intersection does not meet the criteria for the warrants, and a signal is placed anyway without some special justification, the likelihood of enforement at that intersection is diminished -- tickets written for violations of the unwarranted signal or traffic control device could be thrown out of court summarily.
That being said, it is best to consult with your City Engineer's office FIRST - they will know the appropriate remedy for the situation. If you find no satisfaction there, then try your City Council; oftentimes, if you go to the Council first, they will simply refer you back to Engineering or Public Works.
You might also research and see if your city, like my own, has a Citizen's Advisory Panel or Traffic Commission, which can help address issues such as these.

Make a complaint to Ctiy Hall where you live. Tell them it is a dangerous intersection and have them check it out so a signal will go up. Also, you may want to get some facts from the police department about how many accidents have occurred at the intersection.

Go to city council and state your case. How can they deny a request for safety? If they do put a letter to the editor in your local paper and get some support, then take your proposition to the city government again.
