Depends on the situation. Does he show interest in you? Are you and him in groups together a lot?
My theory is: Speak up and be heard. I have lost a lot down thru the years of my life by being "seen and not heard". Let him know. You don't have to make a grandstand about it. Just get into a conversation with him and very politely tell him that you "really like him". Let it go from there. If he reacts favourably, then it will blossom. IF he doesn't, then either mark him off or try talking to him when the opportunity arises. You have ALREADY told him you like him.......now wait and see. Good luck. Pops

I personally think the man should make the first move, but if you are ok making the first move then go for it.
