"you scared the hell out of me" is an exaggeration to prove a point that you were really, really, really scared.

It means one of these:
"You scared me half to death!"
"You surprised me!"
"You scared me a lot!"
or something similar.

that means you got REALLY scared thats it or figure of speech like "u know mad people" mad is just a way of saying you know alot of people
