March will be good for Phuket because you will get very good rates for the hotels but get pretty decent weather. Going to late March early April is the hottest season, but if you're here for the sun, go for it!
And I am not sure about full-moon party here in Phuket. I know Koh Phan-Ngan (near to Koh Samui at Suratthani province) has the famous full-moon parties, or unless they started one in phuket that i know nothing abt.
Anyway, Phuket is beautiful and the people are great. Hope you love this place.

Sorry but Phuket has no full moon party like the famous one in Pang-Nha yet! Accommodation depends upon your budget but there is a hugh choice in any price range...Pls check out with your travel agent or cheaper on Internet. If you are real Party-Animals go to Patong or a bit more quite Kata-Beach but still loads of fun. Don't miss day-trips to the beautyful Islands like Kho Phi-Phi etc. Have a awsome time anyway!
