i have zero tax where i live.

Tax is a percent. Depending on your state you should be able to figure that out. 5% is $550 on an $11k car.
Tags - figure on $100-$300 depending on state.

You probably have a property tax you're not aware of if you're buying off a dealer in your "tax free" state. Otherwise why would he say the tax & tags are extra? If you're buying out of state and you really don't have any taxes, have the paper work done in your state, not his.

tax will change from state to state, as well as the other charges. In new york:
anywhere from 7.5 to 8.75 percent of purchase price, depending on county in which it's registered.
title processing: 45
tire recycling: 2.50 per tire including spare 12.50
new car inspection: 10 used: 37
plates are anywhere from 50 to 200

License cost depends on where you live. If your state sales tax is 0, then that part is 0.

my car cost a little more and it was almost $900 for tax and tags but it depends on your tax rate.

That changes from state to state, a wild guess is abot 10% of price.
