Think of every file on your computer as a book in a Public Library. How do you know where every book is located. We use the Dewey Decimal System, each Book (FILE) is given a number that tells us where its located. We then go to that location to find it.

When you "empty your recycle bin" what you are doing is stripping the "dewey decial numbers" from those "Books or Files." This means that the computer can no longer locate them in its Library (memory). They may be there in the Library, sitting on the tables, but without the numbers to locate them, the Files are lost. You can get them back, but it takes a special program that can restore your computers memory to an earlier date. Many programs say they can, but few do it well (without trashing your ability to boot into a working Windows environment).

when you delete files from the recycle bin, you will not be able to access the files in windows anymore, but the files remained in the HDD. you can try to search for software which you can download from the net, that would help you recover those deleted files.

They don't go anywhere. The file table just doesn't protect them from being written over any more. You can get them back until the computer writes something else to that location. Most utilities suites have file undelete functions.
