Has there ever been times or instances when theocracy was a good thing?

That's a great question!

I don't think anyone can find a situation where a true theocracy ever worked.

Even the modern day, self-proclaimed theocracies say it's "working", they're not taking into consideration that there's still a sort of autocratic or democratic influence in their government.

The only true theocracy in the world is the Vatican. I guess you could call it a success based on the following:

1. They don't have a budgetary or national deficit.
2. They have a trade deficit, but they don't care.
3. They have a financially solvent government.
4. They've never been at war, or care to proceed with one.
5. They live in peace with all of their neighbors.

That's probably enough proof for a success, but I don't know how people might argue their ability to call themselves a "true nation", although they're recognized by the UN!

Great thinking question. Best to you!

"Thou shalt not kill" = Bible in Exodus, Leviticus, Deuteronomy and Paul's letter to the Romans. Its equivalent in the Government Law is a penalty for murder, abortion, arson or any action against life.
"Thou shall not bear false witnesses"= written in the Ten Commandments and among 635 supporting laws in Leviticus and Deuteronomy. Its equivalent in the human law is the crime against PERJURY or false testimony.
"Thou shall not steal"= also in 10 Commandments which is also a felony in the Government such as robbery, theft, plunders etc.
" Thou shall not covet thy neighbors goods or wife"= Ten Commandments. Government laws prohibits adultery.
Many Laws written in the Book of God have been adopted as good laws to exercise by the Government.

all our laws were governed by the 10 Commandments, but man can't wait till someone dies before judgment is past. So if you kill someone your going to jail and so on. It was man that has created the " gray areas" in the laws. Check out the inscriptions on the fed. buildings in DC.

Thou shalt not kill.
Thou shalt not bear false witness.
Love your neighbor as you love yourself.

Is that enough?
